It's extremely annoying and only started a few days ago.
For info/recording: In my case instead of a link from chat taking me to firefox, maybe with a "you are leaving steam!" page to just click through, clicking any non-steam link now not only opens the full client to whatever page I had it open to before but ALSO opens a steam browser window containing the "you are leaving steam" thing and only once I've clicked on that does it then load it in my actual browser.
why should i need to hold down buttons when before i could just click?
a work around does not change that there's a problem

maybe you could have informed yourself for 5 minutes why valve had changed the behavior... that was not so long ago... this will definitely not be undone before valve will rather see to it that they take care of the steam browser protocol.

you JUST MIGHT!!! want to look at the dates on your sources before you think you have a "gotcha"
A friend of mine is constantly sending me links via Steam chat. Links to reddit, links to youtube, etc.- basically anything he finds funny that he thinks I also will. A few weeks ago, clicking a link would straight up open it in a new browser tab in whatever browser I have set as default (currently Brave), which is what it has done for years. No warning that I'm leaving Steam, that never happened with links like this from Steam chat. Now it also does that expected behavior... as well as attempting to open a Steam browser window that does nothing but (the eternally spinning icon) attempt to load something off of steamcommunity (the whole address is not displayed). When my friend sends me a half dozen or more links, that means a half dozen or more eternally loading windows (as well as, of course, a half dozen or more new browser tabs, but at least those appropriately load with a funny of some sort).
This happens whether or not I'm using Steam Beta Client.

and it has nothing to do with the problem being talked about in this post.
there is nothing steam can do to stop these kinds of phishing attempts. it's been like this since forever. that's on the user to recognize this BS.
what is happening now is annoying and makes no sense. and the patch notes don't say anything about "updated order of operations for better security" it says

you're completely off about this being intentional and trying to explain "why it's happening" with no knowledge. or even checking to see what people are saying or what not..
this is a bug. and the way it's acting actually makes it more likely to be a security issue since it's opening a steam browser window.. WHICH HAS NO SECURITY!!!
edit: also i tried your "hold ctrl and left click" and it has the same action as just clicking it. steam opens up to the last thing you were looking at.. the steam browser window opens up. and than main browser opens up
so either your trolling.. or you have no idea what we're talking about
yeah the current beta build and the current live build both have this same problem and have since the 20th
3 windows on 1 click its so anoyying.
